San Luis approves contracts to finish East Community Park soccer fields and roundabout

The San Luis City Council approved two construction contracts on March 25 to complete key elements of the East Community Park and make the facility usable for residents.

Parks and Recreation Director Angelica Roldan said the soccer fields are complete and staff solicited quotes for perimeter fencing and gates. Of three bids received, RMC Masonry submitted the lowest price at $48,500; staff asked the council to waive formal bidding under the city's procurement code to move the work forward quickly. "This will provide an enclosed area so the community can enjoy their time during soccer games and practices," Roldan said.

Council members asked about the park's overall budget status; finance staff indicated remaining fund balances would be confirmed, and staff said approximately half of the originally budgeted $650,000 had been spent on park development to date. The council voted to award the fencing contract to RMC Masonry and to waive formal advertising requirements.

In a related item the council accepted and awarded a paving contract for the park's parking‑lot roundabout. Purchasing coordinator Angelica Cifuentes said two bids were received and recommended DP Construction Inc. as the lowest responsive bidder at $69,985. Council members praised cooperation between Parks and Recreation, Public Works and Engineering and approved the award.

Council members said completing the park soon is a priority and asked for ongoing maintenance once construction finishes. Staff expects phase‑one features — including fields, lights, parking and restrooms — to be finished by May.
