Council forms economic development ad hoc, approves city participation in national video program

City staff presented an update on Priority 4 of the strategic plan: business-visitation outreach (190 visits), a launched survey, and preliminary trends (regulatory overlap, workforce pressures, built-environment impacts on Midtown). Staff outlined three options for governance of the economic development strategy (stakeholder committee appointed by the city manager; council-appointed committee subject to the Brown Act; or a formal commission).
Councilmembers debated the right governance model and the need to prioritize enabling non-tourism 'second-economy' options. After public comment from local business owners and residents, Council directed the city manager and staff to (1) form an economic development ad hoc subcommittee of two councilmembers (Mayor Bass and Councilmember Robbins volunteered/appointed) to work with staff on a business workshop and (2) pursue a CGI/NLC video and social-media initiative to raise the profile of local businesses. Both motions carried unanimously.
Council and staff emphasized that creating the ad hoc is a first step in a longer process that will include outreach, potential market analysis, and coordination with regional partners including LTCC, Tahoe Prosperity Center and the Tahoe Chamber.
Staff will return with workshop outcomes and recommended program or commission options.
