Board approves 10'to'15-year capital plan identifying deferred-maintenance priorities

Cabarrus County Schools on March 16 unanimously approved a long-range capital plan for the 2026 planning year that outlines prioritized facility investments for the next 10 to 15 years.
Dr. Bowers and Mr. Cohen presented the plan and said it reflects third-party facility-condition and growth analyses performed with outside consultants (Sturtz LLC and a researcher from NC State). The plan includes 12 prioritized "packages" focused on deferred maintenance items such as HVAC replacements, roof repairs and parking-lot work; those packages are attached to the capital-plan documentation shared with county officials so the county can consider how projects might be included in a potential November bond referendum.
Board members asked questions about priority ordering and cost escalation. Staff explained some line-item cost increases (for example, combining multiple middle-school auditorium projects into a single package raised that package's total cost versus prior-year listings) and said recent industry escalation drives price changes. Pam Escobar emphasized the plan is data-driven and not a "wish list." The board approved the capital plan by voice vote.
District staff said the capital plan will guide conversations with the county and, if the county pursues a bond, provide a prioritized list for county planners. The plan also includes a deferred-maintenance attachment identifying specific units and sites for future funding proposals.
