Putnam County gives owner 60 days after repeated noncompliance on nuisance properties

Putnam County commissioners voted to revisit two dilapidated/abandoned (DA) enforcement cases in 60 days after staff told the commission the owner had not resolved cleanup on two parcels on North Poppler Fork Road.
Jordan Chapman introduced DA cases 2024-07 and 2024-08 and said the complaints were filed March 8, 2024, with unresolved enforcement dating back to 2021. The most recent sanctioned invoice, staff said, was for $26,900 (issued March 11).
Property owner Jim Carroll told the commission he had difficulty completing cleanup because of a harsh winter and said he believed notices were not issued according to applicable state rules; he also said contractors and equipment had been brought to the site but weather impeded work. "I've been demeaned by this board more than one time," Carroll said, and he disputed procedural steps the county took.
Commissioners and staff responded that sanctions had been applied and that the county had contracted for additional debris removal but that weather had delayed work. The commission made a motion and voted to revisit DA cases 2024-07 and 2024-08 in 60 days; the motion passed unanimously.
Separately, the commission dismissed DA case 2023-27 after staff reported cleanup at 2351 Cherry Street following a property sale, and it scheduled a public hearing for DA case 2025-28 at the request of the landowner.
