Putnam County commissioners voted to accept a comprehensive rewrite of the county's dilapidated and abandoned properties ordinance, a draft staff and the county's dilapidated-and-abandoned (DA) board recommended to address repeat offenders and clarify enforcement procedures.
David Cole presented the draft ordinance and said it replaces piecemeal amendments with a consolidated document that includes defined terms, step-by-step procedures, and flowcharts to track complaints from inspection to resolution. "The proposed ordinance now includes defined terms, clear procedures, and specific provisions addressing repeat offenders," Cole told the commission.
A member of the commission noted recent state-level changes and asked staff to ensure the draft aligns with new statutory requirements published March 22. The commission voted to accept the order as presented and asked that the document be signed and processed in accordance with county procedure.
The rewrite is intended to address a recurring enforcement problem where the same property owners cycle through the enforcement process without sustained compliance; commissioners said the new language should improve transparency and consistency in applying the county's code.
Next steps identified at the meeting included staff finalizing the draft for signature and ensuring compliance with recent state legislative changes mentioned in the meeting.
