The Planning Board unanimously approved the WBLE tract major subdivision preliminary plat (PB25624) on March 16 after a staff presentation and applicant briefing.
Staff said the preliminary plat covers approximately 99.55 acres of the previously rezoned area and reported a proposed density of about 4.11 units per acre. The staff report lists 112 townhome lots and 296 single‑family lots; the smallest proposed lot is 1,980 square feet and the largest about 8,792 square feet. Utilities will be provided by Tri River; hydrant locations and final utility plans will be reviewed in the construction drawing phase.
Applicant representatives (including Chris Boly, LAR, and engineer Kyle Vaughn) described a mixed product community with rear‑loaded cottage units, designer townhomes along the 64 edge, a clubhouse/cabana and a widened 10‑ft greenway that connects to the larger Chattam Park greenway network. The team said buffers along Highway 64 will remain largely undisturbed to provide visual and sound mitigation.
Traffic recommendations in the TIA include installing northbound and southbound turn lanes on Chattam Parkway at the project entrance; the board included language ensuring sidewalks, park lanes and greenway provisions consistent with the UDO and town park and recreation master plan.
A motion to approve the preliminary plat (including recommended sidewalk and greenway conditions) carried unanimously.
Next steps: the applicant will prepare construction drawings for town and Tri River review, finalize landscaping and hydrant locations, and satisfy the public‑recreation fee ($4,750 per dwelling unit) at final plat.
