Bluffton ATAX committee debates scoring sheets and whether ATAX should fund museum operations

Robert Jones, executive director of Historic Bluffton Foundation, and Nikki Graziani, Hayward House administrator, told the committee they seek operational support to cover staff and administrative costs for Hayward House and the Garvin Garvey House; staff said applicants can request operational funds but noted ATAX guidance and town practice vary. Members expressed concern that better-funded institutions could use ATAX for recurring operations rather than visitor-facing promotion, and several suggested asking town council to define an annual vs. quarterly process and to set clear eligibility boundaries.
