Carroll County board approves multiple license transfers and routine one-day permits

The Carroll County Board of License Commissioners approved several license transfers and routine permit requests during its March 4 meeting.
In case 6593 the board approved transfer of a Class B beer, wine and liquor license to John Christopher Beck for the use of Two Eagle LLC (Twin Arch Tavern). Beck testified he had been regularly involved in operations and provided corporate paperwork updates; community character witnesses supported his fitness to hold the license. The board conditioned final file completion on receipt of updated articles of organization and operating agreements.
In case 6599 the board approved transfer of the Class B license for TJ's Corner Grill into TJ's Corner Grill 2 LLC under William (Tim) Leech, who said he has been involved in the restaurant since its opening and described established in-house training and policies to prevent underage sales. Character witnesses testified to Leech's fitness and the board approved the transfer without objection.
Separately, staff presented routine one-day and recurring event permits (including a Veteran Celebration at the Forum Museum and a wine-and-art festival at Tonytown Memorial Park) and a number of seasonal outdoor-event approvals; the board approved the applications and flagged several that were contingent on state permits or town-issued compliance certificates.
Board members asked staff to update renewal forms to clarify the food-vs.-alcohol reporting line item and to consider removing notarization on supplemental forms in favor of a penalty-of-perjury certification for many supplemental filings to reduce administrative burden on applicants.
No votes failed; approvals were recorded as passed and staff will add required documentation to license files where indicated.
