Carroll County board fines two licensees a combined $900 for underage sales and training lapses

The Carroll County Board of License Commissioners on March 4 found two licensees culpable of selling alcohol to persons under 21 and assessed fines totaling $900.
In case 6602, Inspector Bill Ledley reported sending an underage volunteer into New York Pizzeria (FS Rest LLC). "The server never asked the volunteer for any identification," Ledley testified, and the volunteer was served a Corona. The server was later identified as Reese Edwards, who told investigators she would participate in a diversion program. Owner Anna Perla Flores testified she had trained staff since the incident and said, "I'm so sorry for what happened and it will not happen again." The board assessed a $400 fine; the licensee must pay within 30 days of written notice.
In case 6601, a similar compliance check at Decanter (Dantara LLC) produced a failed check in January followed by a successful recheck in March. Inspector Ledley said the server who made the sale and the manager on duty were not alcohol-awareness certified at the time. Part-owner Miguel (recorded as Miguel Ooa) told the board he was recovering from surgery during the incident and that managers had been sending staff to training; he said the business would produce a multilingual employee booklet and require certification going forward. The board found the licensee culpable on two counts and assessed a $400 fine for sale to a person under 21 and a separate $100 fine for not having a trained employee on premises, for a total of $500.
Board members emphasized the need for written training policies and consistent documentation. One commissioner said the violations demonstrate "a lack of alcohol education and accountability," and urged owners to implement written employee manuals and incentive programs to reinforce compliance.
Both establishments passed follow-up compliance checks and the board acknowledged remedial steps taken by the licensees when imposing fines. The board noted fines are payable within 30 days of written notice and encouraged licensees to file formal training plans with staff certification records to minimize future enforcement.
