The Shelby County board denied a special‑use permit request to reopen a former salvage yard (parcel 18-12-23-00-200-005), voting 15 against and 1 in favor after residents and zoning staff raised safety, nuisance and zoning‑compliance concerns.
At the public‑comment portion of the meeting, resident Matt Overbeck said he and his wife oppose the reopening and described quality‑of‑life concerns. “We would never purchased our house if it was an active junkyard,” he said, adding that prior activity included burning, dumping and constant machinery noise that could harm property values and make resale difficult.
Neighbor Jim Swarmin told the board the site had not been an operating salvage yard since about 2018, noted assessor changes to the property’s tax classification, and urged the board to consider a minimum 300‑foot buffer between salvage operations and residential areas. Zoning staff member Scott McKee told the board the zoning board had unanimously recommended denial, saying a 2005 ordinance requires that no junkyard operate within 300 feet of a residentially zoned area once a nonconforming use has ceased.
The property owner, identified to the board as Mr. Blocksom, said he purchased the site about a year earlier and believed the use might be grandfathered. He acknowledged some vehicles remained on the lot and said he had cleared brush and burned material while cleaning up the property. Board members questioned whether the prior cessation of operations and the current ordinance allowed a return to salvage operations.
When the board took a roll‑call vote, the motion to approve the special‑use permit failed, 15 no, 1 yes (Brown). The denial upholds the zoning board’s recommendation.
The board moved on to other agenda items after the vote. No further action on this parcel was scheduled during the meeting.
