Council approved an annual roof maintenance agreement with Exterior Solutions Group (ESG) that includes spring and fall inspections, routine cleaning of drains and scuppers, minor repairs, and a 24-hour on-site response guarantee. Jay, the ESG presenter, described the firm’s warranties (20-year NDL with a five-year extension under the maintenance program) and said the firm’s specification (3-in hail/80-mph wind design) covers the majority of severe-weather events in Oklahoma.
ESG proposed a maintenance rate of about $0.07 per square foot and said the city’s flat-roof inventory is roughly 310,000 square feet—details included in a packet given to council. Jay said the TOPS/JOC procurement pathway streamlines large construction and maintenance work and requires RSMeans review to verify fair-market value.
Council members asked about warranty compliance, code requirements for insulation and differences among roofing systems; Jay noted that annual maintenance helps preserve warranties and reduces surprise claims that can drive insurance premiums higher. Staff recommended the program to move the city from reactive repairs to proactive asset management.
A motion to approve the immediate start with a prorated charge for the remainder of the fiscal year passed on a roll call vote.
