Chino Valley — The Town Council on March 10 approved the first amendment to a professional services agreement with HR Green Inc. to develop engineering design guidelines and update the town's zoning code, authorizing staff to spend up to $149,974.50 on the work.
Steve Sullivan, the town engineer, told the council the update will extract engineering design requirements from the zoning code and publish them as stand‑alone public-works design guidelines. "Proposed design guidelines include general information which includes land survey GIS requirements, state and county regulations, improvement plan requirements, roadway management requirements ... and landscaping," Sullivan said during the presentation, and he described a proposed nine-month timeline for the work.
Sullivan said the scope will cover storm drainage facilities, lot grading, street improvements, traffic engineering, intelligent transportation systems, water and wastewater systems, and public utilities not owned by the town. Staff recommended the amendment to allow HR Green to complete project management, stakeholder engagement, standards development and the formal review and adoption process.
A council member moved to approve the amendment "to include engineering design guidelines in the amount not to exceed $149,974.50." The motion received a second and passed with no recorded opposition.
The amendment directs the consultant work needed to separate technical design standards from the zoning ordinance and produce a discrete guidance document for public‑works projects. Council members did not request substantive changes to the scope on the record; the approved authorization sets the maximum contract amendment amount, and staff will return with any contract details or additional approvals required by procurement rules.
The council then moved on to other agenda items; the contract amendment is expected to proceed under staff oversight and the review timeline Sullivan outlined.
