Kokomo board OKs sewer extension, sets resurfacing bid dates and awards stadium parking lot contract to EMB Paving

At its March 25 meeting, the Kokomo City Board of Public Works and Safety approved a series of public-works actions: a sanitary sewer extension for Terrace Drive, specifications and bid dates for several street projects under the 2026 Community Crossing program, an award of a stadium parking-lot construction contract to EMB Paving, and approvals of change orders and pay applications tied to the Kokomo Conference Center project.

Keysaw (sewer systems manager) presented the Terrace Drive sanitary sewer extension to serve the 3200 block of Terrace Drive. The board approved the specifications, plans and quote documents as presented. The memo described installation of sanitary sewer main and laterals intended to allow abatement of existing septic systems.

John Pike, director of engineering, recommended approving specifications for the 2026 Community Crossing street resurfacing project, including milling, resurfacing and ADA curb-ramp upgrades. The board approved the specifications and set 10:00 a.m. Eastern on April 22, 2026 as the time to receive construction bids.

The board heard two bids for the stadium parking-lot north project: Herschengburger Excavating LLC ($246,690) and EMB Paving ($176,986). After finding EMB Paving the lowest, most responsive bidder, the board voted to award the construction contract to EMB Paving for $176,986.

The board approved specifications for the Cooper Street reconstruction project (pavement, curbs, sidewalks, storm sewer and ADA ramps from Morgan Street to Go Street) and set April 22, 2026 at 10:00 a.m. as the bid-receipt time.

CVB staff presented change orders 64–68 for the Kokomo Conference Center totaling $45,710.15; Veritis Group, Inc., the owner's representative, recommended approval and the board carried the motion. The board also approved pay application number 21 for Hagerman Group in the amount listed in the staff memo as $811,585.99 and several consultant invoices noted in the memorandum.
