Resident granted month to clean Redbud Lane property after board warns city may remove debris

The Kokomo City Board of Public Works and Safety continued a code-enforcement matter involving a property on Redbud Lane, giving the resident one month to show "substantial progress" before the city will perform a cleanup.
Justin Dailyaly of 3816 Red Hood Lane told the board he has removed "at least" 35 bags of leaves and spent about $1,200 on dumpsters while cleaning his property since mid-January. "I have removed over 30 bags of leaves," he told the board, and said storm damage and icy weather limited his ability to clear debris earlier.
Chelsea, a staff member who presented recent photos to the board, said the front yard contained loose totes, boxes and other items that must be removed. City staff made clear they would not remove enclosed items such as a lawn mower or small tools stored in an enclosed backyard but would remove loose debris in the front yard during a city cleanup.
The board and staff explained the consequences if the resident did not make meaningful progress. "If there's not substantial progress, then we're going to probably come in and do it," a board member said. Staff agreed to photograph the property again and perform a walk-through with Mark (staff) at 1:00 p.m. the same day to identify items that must be removed.
A board member moved to continue the matter to April 22, 2026, at 10:00 a.m.; the motion was seconded and carried. The continuance was granted with the expectation that Mr. Dailyaly will move items he wishes to keep to off-site storage and remove loose debris from the front yard, or the city will schedule a cleanup and dispose of items it determines are refuse.
The board did not record a roll-call vote by name in the transcript; the motion carried on a voice vote. The board asked staff to prepare a written plan after the on-site walk-through and to submit that plan to the resident and the board before the next hearing date.
Looking ahead, the board will revisit the enforcement matter at its meeting on April 22, 2026, at 10:00 a.m.
