Chester County Council voted to approve resolution 2026-06 authorizing the purchase of approximately 1.287 acres known as the Lansford Recycle Center at 3725 Kataba River Road for $175,000.
Speaking to the measure, Mr. Hester said the purchase would use funds collected under a 2024 ordinance and not come from the general fund. "This resolution is to allow the use of funds collected as a result of uh an ordinance that was passed in 2024," he told the council. He said the county had leased the site for about $1 a year for 20 years and that replacing the convenience center at another location would require roughly $250,000 in infrastructure work — concrete, fencing, electrical and other improvements.
County administrator Mr. Chester added that staff had looked for alternative parcels but concluded the Lansford location is strategically preferable. "Even if a land were donated, we'd still spend substantial amount more," he said.
Council discussion included a note that the negotiated purchase price covers the improved property as-is and that the county will add a commemorative plaque honoring the prior landowner's family as part of the agreement. The resolution was moved, seconded and approved by voice vote.
Next steps: staff will proceed with the purchase closing and coordinate installation of the plaque and any site transition work required by the agreement.
