RDC consultant: consolidated cash rose sharply in 2025; commission accepts annual report

Justin Chang of Rei Financial presented the Bloomington Redevelopment Commission’s required annual report for 2025, summarizing cash balances, TIF revenues, project expenditures and debt service, and answering commissioners’ questions.
Chang said the RDC’s consolidated cash position grew substantially year-over-year and described how project-level expenditures and interfund transfers affected the summary numbers. He cited preliminary 2025 TIF revenues near $20.2 million (noting the state abstract could raise that closer to $24 million when finalized) and identified a one-time proceeds entry (a roughly $4.5 million transfer from a property sale) that materially affected 2025 figures.
On the consolidated cash position, the consultant reported that the RDC’s cash balance was approximately $32 million as of Dec. 31, 2025 and explained that some of that cash carries committed obligations and interfund transfers. He walked commissioners through monthly cash-balance pages, project-level expenditures (capital outlays, debt service and other charges), and the required parcel lists for Gateway submission.
Commissioners questioned timelines for revenue recognition (noting a roughly 1.5–2 year lag between construction, assessment and TIF receipts) and asked how refunding or callable bonds could be evaluated; staff and the consultant said bond transcripts and call provisions determine refunding opportunities. The consultant noted that the RDC’s largest 2025 expenditures were debt payments and the Hopewell-related outlays expected in 2026.
After discussion a commissioner moved to accept the RDC annual/TIF report as presented; the motion passed by roll call with all recorded votes in favor. Staff said they will upload required documents to Gateway and correct minor clerical items (for example, a name shown in private-practice status that will be adjusted for future reports).
The acceptance motion was procedural and does not itself authorize new spending; staff and consultants will return to the commission if additional appropriations, contract amendments or bond actions are recommended.
