Pinellas County commissioners unanimously approved a $500,000 agreement to fund a Competitive Arts Tourism Grant program administered by Creative Pinellas, but only after an amendment that changed the payment structure and clarified oversight provisions.
The original item proposed a single $500,000 payment to support administration and grant awards. Commissioners raised concerns about prepaying the full amount without clearer milestones or a payment schedule. Commissioner Scheer recommended a payment plan; others asked for stronger clawback language and milestones. Creative Pinellas and county staff explained that the administrative allocation is $100,000 (split among Creative Pinellas, St. Pete Arts Alliance and Clearwater Arts Alliance for program administration) and that $400,000 was intended for awards to artists and events later in the season.
After discussion, the commission adopted an amendment: authorize an initial $100,000 for administration and permit the county administrator to release the remaining $400,000 when Creative Pinellas has completed applicant evaluation and the county has approved the awards and milestone-based agreements. County legal staff retained existing clawback provisions in the contract. Creative Pinellas staff said they had eligibility and milestone criteria prepared and planned an April 1 launch with a May 31 application close and late-summer awards window; county staff indicated a 30–60 day processing timeline for invoice/payment after award decisions.
The amended motion passed unanimously. County attorneys and staff will finalize contract language and oversee the payment trigger conditions.
