Council rezones 771 Ocean to add landmark overlay for John Haley Studio House

The council held a public hearing and approved, on first reading, an ordinance to rezoning 771 Ocean Avenue in Point Richmond to add an ‘L’ landmark overlay and list the John Haley Studio House on the Richmond Historic Register.
Michelle Morris (long-range planner) and architectural historian Caitlyn Hitma summarized the nomination, saying the studio house (built 1932 with a 1949 addition by architect Roger Lee) meets multiple landmark criteria for architectural merit and association with artist and UC Berkeley professor John Haley (SEG 1051–1068, SEG 1122–1131).
Staff noted Historic Preservation Commission and Planning Commission findings supporting the designation under Richmond Municipal Code and recommended introduction of the rezoning ordinance with a second reading scheduled for March 24th (SEG 1078–1088, SEG 1110–1116). Council moved, seconded and approved the resoning/landmark overlay on a recorded vote with Vice Mayor Robinson absent (SEG 1234–1238).
The ordinance will appear for second reading on the next meeting; staff said the landmark designation will afford the property a higher level of review for future changes and preserve an example of the Bay Area’s second-bay tradition in Point Richmond.
