The Calvert County Board of Commissioners approved budget amendments to establish strategic fleet replacement projects and to move forward with prioritized vehicle purchases aimed at reducing a backlog of deferred replacements.
Chief Financial Officer Melena Brookshshire told commissioners that with no vehicle replacements completed in FY2024–25 a significant number of county vehicles had surpassed planned replacement timelines. Staff identified 31 out of 216 non‑police/public‑safety vehicles as priorities for 2026 and recommended funding through prior‑year fund balance and new CIP entries (CIP497 and CIP498).
Public works director JR Cosgrove explained replacement timelines vary by function — snow‑removal and salt‑exposed equipment tends to a five‑year cadence while other fleet is closer to eight‑to‑ten years — and cited examples of specialty equipment that are increasingly costly to replace (a modern hydro‑excavating “vac‑truck” used for water/sewer work, and ladder/tower fire apparatus where replacement estimates were described as rising into the millions). Several commissioners discussed operational impacts when specialized vehicles are out of service and affirmed the budget amendments.
After discussion, Commissioner Cox moved and the board adopted the resolutions to close the public record and approve BA2026‑0000713 and BA2026‑0000714. Staff will coordinate vendor timelines, budget tracking in the CIP, and auction of replaced vehicles.
