The petitioner estimated initial improvement costs at about $19.8 million; those costs would be funded by the district through special assessments on property owners within the CDD—not by the county general property tax.
Walled emphasized transparency provisions required of CDDs, including sunshine‑law compliance, ethics training for supervisors, and a public website. The board heard no public objection and voted to approve the ordinance as presented.
