Bryan City Council approves technical ordinances, awards asphalt contract and OKs seven-year abatement

Bryan — At its March 16 meeting the Bryan City Council unanimously approved several routine but substantive items, including corrections to a solar easement agreement, updates to investment-income allocations, petty-cash adjustments, authorization to contract for a city resurfacing program, a county partnership for chip-seal funds, and a seven-year tax abatement for a local manufacturer.
The council approved Ordinance No. 12, 2026, described by staff as a correction to a previously approved solar-array easement and power-purchase arrangement. The measure replaces the previously listed purchaser with MEI Brian LLC as the correct counterparty to the power-purchase agreement and updates easement language to note subsurface concrete rubble found on the project site. Council suspended the rules and approved the ordinance unanimously.
Council also approved a technical replacement ordinance (No. 13, 2026) correcting the caption and removing several funds from the city's allocation calculation for investment earnings after those funds were recently zeroed out. A housekeeping ordinance (No. 14, 2026) amended petty-cash allocations, eliminating an unused building-inspection cash drawer and an income-tax drawer and returning those amounts to the general fund.
On capital work, the council authorized the mayor to enter into a contract for the city's 2026 asphalt program. Staff reported an engineer's estimate of $836,862 and said Girkin Paving was the low bidder; the council suspended rules and approved the award.
The council read and approved Resolution No. 20, 2026, a partnership with Williams County for the Long Valley North Chip Consortium. The city's portion was described as $300,000 for city residents' chip housing funds, with the county portion reported as $400,000.
Finally, the council approved Resolution No. 21, 2026, accepting a Community Reinvestment Area application from Allied Motor Products Incorporated for interior renovations at 21103 Industrial Drive; staff said the project qualifies for a seven-year abatement. Members noted there was no timing issue and approved the measure after suspending rules.
All recorded motions to suspend the rules and to approve the items carried by recorded 'yes' responses from the council members present: Mary, Steve, Jim, Rick and John. The meeting concluded with a brief fire department update and adjournment.
