District staff recommends PAEP and Comply (Tyler) to replace teacher evaluation software

Dr. Bri D'Angelo presented the curriculum committee’s recommendation to replace the district’s current supervision and evaluation software with PAEP and Comply, a combined offering from Tyler Technologies. She told the board the current system has a “cumbersome interface,” poor data reliability, limited customization for the Danielson observation framework, weak Act 48 integration and no human resources functionality.
D'Angelo said the recommended solution addresses those shortcomings: PAEP is “specifically built for Pennsylvania districts,” integrates directly with the Danielson rubric for both observers and teachers, and Comply includes Act 48 tracking that can submit continuing‑education credits to the state without manual entry. She also noted Comply offers human‑resources features—volunteer management, clearance tracking and onboarding—that could reduce data fragmentation and transition risk because the district recently moved other business software to Tyler.
On procurement and cost, D'Angelo said the district’s evaluation committee met vendors, surveyed stakeholders and found that combined licensing for PAEP and Comply is expected to deliver cost efficiencies compared with the current platform. The committee recommended bringing the purchase forward for board consideration at the March 23 legislative action meeting.
Board members asked clarifying questions during the work session about whether PAEP and Comply are separate products that interoperate (D'Angelo: they are two separate products that interact), stakeholder outreach, and implementation considerations. No formal purchase vote was taken at the work session; the item will be included on the March 23 agenda for consideration.
