During the public-comment period several residents pressed the council on separate but civic-minded topics: alleged H-1 visa-related staffing fraud and concerns about handling of police evidence in a school assault case.
A resident who identified himself as a long-time Plano resident urged the council to audit business-license registrations and residential addresses to detect so-called 'ghost offices' and to ensure local hiring benefits city residents. He cited independent reporting and state-level inquiry as context and asked the city to prioritize local residents when companies receive tax incentives.
Later in public comment, speakers identified as Lester Nelson and Alvin/Alv Nelson urged the city and police department to ensure a video of an alleged assault involving a child is preserved and made available to the grand jury. They asserted the police department had characterized the incident as non-criminal in materials to the district attorney and asked the city to correct the record and to treat the footage and related findings as potential evidence of abuse and endangerment. The callers asked the council and city manager to hold the police accountable for accurate reporting to prosecutors and to make sure the grand jury has the relevant evidence.
Council members received the testimony but did not take immediate action; some council members said the complaints should be referred to appropriate staff and to the district attorney for review. The public comments were recorded for the meeting record.
