At its April 1 meeting the Land Use and Building Management Committee approved multiple capital contracts and procurement actions and agreed to forward them to the Common Council with supporting materials.
Key actions included authorization for the mayor to execute a contract with Avid Excavator LLC for the Police Headquarters plaza restoration (not to exceed $223,000 with contingency), with staff citing recurring spalling and past incidents as a safety risk requiring replacement. Committee members asked staff and risk management to provide additional incident detail and a square‑foot cost breakdown for the council packet.
The committee also approved a $140,875 contract for the South Norwalk Library roof replacement and authorized change order contingency; one member abstained on that vote. Staff said the roof’s small, multi‑elevation form and frequent rooftop access for mechanical equipment make rooftop solar impractical on that building.
Separately, the committee rescinded a prior item and approved design services with Silver Petrulliian Associates for the Calfpasture Beach camp facility at a lower fee than earlier proposals to move the project forward. Members asked that staff coordinate any future requests with the capital budget and explain tradeoffs for delaying nonessential projects.
