Council waives $13,585 in PID penalties after Forestbrook developer paid assessment

The Paris City Council on March 23 voted to waive $13,585.17 in late fees and interest tied to a delinquent Forestbrook Public Improvement District assessment after the property owner immediately cured the payment.
City staff explained the city had issued bonds last October for Forestbrook PID No. 1 and assessments levied in July 2025 are used to make the debt-service payments. Staff said the assessment for one property (Lonear Plan Developments) was not paid on schedule—possibly due to a billing or mail problem—and P3, the PID administrator, warned the city in late February it might miss the March 1 debt-service payment. According to staff, the developer paid the assessment immediately after being notified and the city made its debt-service payment on time.
Staff presented the council with an option to waive penalties totaling $13,585.17 in recognition that the missed payment appeared to stem from billing/processing issues rather than refusal to pay. A council member moved to waive the fees, the motion was seconded and approved (recorded as "40").
Nathan Spalding of Lonear Plan Developments had earlier told council the first assessments were paid "in time" by the developer, and he said future PID collections are expected to be handled directly through the county to avoid similar mailing issues.
