Council approves plat amendment, accepts MAG funding and adopts event fee changes with exemptions

Highland City Council approved several routine and priority items at its March 24 meeting, including a subdivision plat amendment, a funding memorandum for a Highland Boulevard roundabout, and adjustments to the city’s event fee schedule.
The council accepted staff findings and approved a minor lot‑line adjustment in the Dry Creek area that shifts roughly 1,000 square feet between two lots south of 11800 North; staff said both property owners had signed consent and utility approvals were nearly complete. The motion passed unanimously.
Council also approved a memorandum of understanding with the Mountainland Association of Governments to accept roughly $485,000 toward the city’s portion of the Highland Boulevard roundabout and associated median work. Staff said MAG consent allows Highland to apply remaining funds to other street projects; council approved the MOU and accompanying resolution 5–0.
On a separate motion, council adopted an updated Fling fee schedule intended for the 2026 event that applies rounded increases of roughly 10% to most registration and vendor fees. Councilors debated sponsor value and youth participation; after discussion, they approved the increase with explicit exceptions: sponsorship levels and youth registration for disc golf, pickleball (under‑17) and the art show will remain at current rates. The motion passed 4–1, with Council Member Rice voting no.
The council also ratified mayoral planning‑commission appointments of Steve Charman and Liam Thrill as alternates for one‑year terms by roll call vote (5–0).
What’s next: Staff will return with any remaining utility approvals and final recording documentation for the plat amendment; staff will also coordinate how MAG funds are applied and ensure sponsors are offered promised advertising benefits as the Fling program is finalized.
