The council’s chair announced the item and said the session would be held under Arizona law allowing executive sessions for personnel matters. “This matter is brought in executive session pursuant to ARS 38-431.03(A)(1),” the chair said aloud before the council moved to close the meeting to the public.
A council member moved to go into executive session “as you stated.” The motion was seconded and the presiding official called for those in favor; members responded “Aye,” and the council recessed into closed session.
The publicly released transcript records brief, informal remarks during the closed session; no formal votes or policy actions affecting the public were announced at the end of the closed portion. When the council returned to open session it announced the meeting was adjourned until 4:30 p.m.
The executive session was described in the agenda as an opportunity for members to discuss the city manager’s annual performance evaluation. The council did not make any public findings or take a publicly recorded action on the evaluation during the open portions of the meeting.
The council is scheduled to reconvene at the time announced during adjournment.
