City staff told the council the city issued a request for proposals and received four proposals; Greentop ‘‘stood out for its strong understanding of Brookings housing and land use context,’’ staff said during the presentation. The staff presentation said Greentop offered a parcel-based, GIS-driven approach and an interactive engagement portal intended to give residents, stakeholders, planning commissioners and council members transparent access to housing data and a land-inventory map.
Nikki Hart, principal GIS analyst for Greentop, described the portal as ‘‘map-centric’’ and said it allows users to click parcels to view environmental constraints, development potential and links to grant opportunities. Hart said the portal can be hosted inside the city’s GIS environment so the city would own the data and avoid ongoing hosting costs, and that Greentop can support the portal for an undefined period if needed.
City staff told the council they do not currently have dedicated GIS staff and outlined maintenance options including contracting, hiring a new staff person with GIS experience after Lori Zeamer’s planned retirement, or periodic intern support. The staff presentation also listed the RFP evaluation committee members as the presenter, City Manager Tim Rondell and Wendy Gordano, the city’s grant manager, and Mayor Praa.
A council member moved to authorize the city manager to execute the professional services contract; another council member seconded. The council called the question and the transcript records votes of Counselor Martin (yes), Counselor Jada (yes) and Mayor Praa (yes). The presiding officer declared the motion carried. The motion did not specify a contract amount in the motion as recorded in the transcript; earlier discussion noted Greentop’s bid came in at about $95,000 and the grant award totaled $100,000.
