Council approves $5.5M pavement rehabilitation package, awards construction and CM contracts

Council approved awards and related professional-service agreements for the citywide pavement rehabilitation program after staff reported five competitive bids were opened. Public works staff recommended awarding the construction contract to the low responsive bidder (J&H) and approved a 15% construction contingency to allow for uncovered change orders.

Public works described the bid spread (from a low responsive bid around $3.4M to higher bids by very large regional contractors) and explained staff’s rationale for recommending the lower responsive contractor, citing responsiveness and past performance. Staff also recommended awarding construction management and design agreements to preserve continuity between this year’s construction and next year’s design work. The combined program pulls funding from multiple CIP line items (paving, storm-drain repairs and concrete repairs) for a total project budget near $5.5 million; staff said about $743,000 of appropriated funds remain unallocated and could allow bringing some 2026 streets forward while keeping the PMP schedule.

Council discussed treatment types (slurry, crack seal, full reconstruction) and prioritization logic (preserve streets in maintenance condition rather than repeatedly rebuilding the worst streets), then unanimously approved the staff recommendations for the construction contract, construction management, and design services with roll-call votes. Staff will return with any change-order requests if additional streets are pulled forward.
