Davis County Commission authorizes chair to sign retirement-incentive letters, approves contracts and appointments

At its March 31 meeting the Davis County Commission approved a motion to authorize the chair to sign letters implementing an early-retirement incentive program, a measure commissioners said is intended as a cost-saving option while balancing the fiscal year budget.
Commissioner Bob Stevenson introduced the item, saying the county was still "$6 million short" in its balancing work and that offering incentives for early retirement could reduce long-term costs. He moved to give "Commissioner Croft as the chair the opportunity to sign these letters approving them." The motion was seconded and passed by voice vote.
Another commissioner offered a clarification on the county’s fiscal position, saying the shortfall reflects the need to balance ongoing revenues and expenses after one-time COVID-era funding had been used for nonrecurring needs. "We're not in any sort of a hole. In fact, we still have more fund balance than the normal amount for rainy day," the commissioner said.
The board also took up several routine administrative items and approved them by motion and voice vote:
- Brian McKenzie entered into the record a notice of annexation from Woods Cross City and notified planning staff.
- Kent Anderson presented a request to issue a temporary access license to Bountiful City (tax ID 040690135) for the Mil Creek Basin monument cleanup, with the term presented as 4/10/2026–5/9/2026; that item and a resolution appointing Jessica Merrill to represent Davis County Tourism on the Great Salt Lake Scenic Byway Committee were approved.
- Lane Rose (Facilities) presented an agreement with Summit Energy LLC for natural gas service at the Western Sports Park beginning 3/31/2026; commissioners approved the agreement.
- Brian Hatch presented a Utah Area Agency on Aging contract amendment increasing receivable funds by $46,700 for Davis County Aging Services (3/23/2026–6/30/2026) and three donation agreements (Ogden Midnight Runners, Linquist Mortuary, Perry Cakes); commissioners approved items 6–9.
- John Robinson recommended the reappointment of Muel Burch to the Career Service Council for a three-year term beginning April 7; the commission approved the reappointment.
The commission also removed item 21 from the consent agenda for later consideration, recessed to the Board of Equalization, approved a property tax registry dated 3/31/2026, reconvened, and then adjourned the meeting at 10:23 a.m.
In closing remarks Commissioner Mulla highlighted the recent ribbon cutting of the new Davis County Emergency Operations Center and praised emergency-management staff and Sheriff Kelly Sparks for their leadership on the project.
