Cotati council names Recology ad hoc committee, approves pavement contract and event permit

The Cotati City Council on March 10 formed a two‑member ad hoc committee to review the city’s franchise agreement with Recology and related rate issues as the current contract approaches expiration in 2028. Staff said Recology submitted a detailed rate review and raised questions about dated provisions in the franchise agreement that may warrant broader renegotiation or updates if the city elects to extend the contract.

The council appointed Vice Mayor Harvey and Council Member Savage to the short‑term ad hoc committee that will work with staff and Recology to evaluate rates, contract terms and possible updates. Meetings are expected to be concentrated over the coming months, and staff said many sessions can be virtual to accommodate schedules.

As part of the consent calendar the council also awarded the 2026 pavement preservation construction contract to American Asphalt Incorporated and authorized the city manager to execute related agreements with Green Valley Consulting Engineers. The council approved other consent items including a resolution to apply for prohousing incentive funds and separately approved a Rotary Club Cinco de Mayo event permit in La Plaza Park; the mayor recused from one item as noted on the record.

What’s next: The ad hoc committee will meet with staff and Recology representatives to scope franchise updates and rate issues; council will be briefed on options and any recommended actions before any contract amendments or extensions are considered.
