City planning staff presented two annual progress reports at the March 10 Cotati City Council meeting — the Housing Element Annual Progress Report (APR) for 2025 and the General Plan Annual Progress Report — and asked the council to accept both for submission to state agencies.
Planning Technician Pimma Sherpa summarized the housing APR, telling the council Cotati’s RHNA (Regional Housing Needs Allocation) for the 2023–2031 cycle is 234 units: 60 very low, 34 low, 39 moderate and 101 market‑rate. In 2025 the city recorded 230 entitled units and issued three building permits; staff stressed that only building permits count toward RHNA production and said they expect construction activity for several larger entitled projects to begin in 2026.
Sherpa also outlined recent HCD changes to APR reporting that add income subcategories (extremely low and acutely low) and new tables for historic‑designation tracking and quantified program outcomes. The community‑development staff highlighted outreach, an ADU guide, the City’s TOC (transit‑oriented) policy, tenant‑protections coordination with Legal Aid of Sonoma County, and partnerships for homelessness prevention.
On the General Plan APR, staff summarized implementation progress across multiple elements (circulation, conservation, housing, safety), noted items that remain in progress (for example, signal control work not yet completed) and described community events and sustainability work (Climate‑Ready Cotati fair, EcoRise workshops). The council accepted both reports for submission to HCD and to include in the city’s public files.
What’s next: Staff will submit the APRs to HCD by the April 1 filing deadline and continue outreach and permit processing for entitled housing projects expected to move to construction in 2026.
