Commission reviews Lavender Heights historic district plan highlighting LGBTQ+ sites in Midtown Sacramento

Preservation interns Hazel Bess and Hannah Tobby presented the draft Lavender Heights Historic District Plan to the Sacramento Preservation Commission on March 18, 2026, describing a cluster of historic sites around 20th and K streets associated with the city’s LGBTQ+ social life, health care and advocacy.
The plan, produced with funding from a 2023 Certified Local Government grant administered by the California Office of Historic Preservation, identifies 12 contributing buildings and documents the role of bars, bookstores, community centers and medical offices in forming what staff termed "Lavender Heights." Bess said the proposed district’s resources include New Helvetia (1215 19th Street), early clinics at 910–912 21st Street associated with Dr. Harvey Thompson and Dr. Sandy Pomerantz, the Sacramento AIDS Foundation’s early sites (2115 J Street and 1900 K Street), the Lambda Community Center, Lioness Books, Faces (2000 K Street) and several longstanding bars such as The Depot and the Mercantile Saloon.
"The district is significant not for architectural cohesion but for its association with community life, care and advocacy," Bess said, describing survey work completed in July–August 2024 with community volunteers and follow-up outreach including public meetings and small listening sessions.
Staff told the commission the draft covers the period from October 2024 through September 2025 for reporting purposes and that the city’s CLG responsibilities include maintaining a qualified commission, enforcing the preservation ordinance, conducting surveys and supporting public participation. The presentation noted 17 new local landmark designations and one historic district were recorded during the reporting period.
Commissioners asked technical questions about the plan’s recommended design standards. Vice Chair Merker asked how the staff had handled properties altered after the period of significance, citing a 2003–2004 remodel to the Faces building; staff said they retained and emphasized character-defining elements that still convey historic significance while leaving room for adaptive reuse. A commissioner also suggested standardizing the guideline language (for example, consistent use of phrasing such as "do not obscure" vs. "do not obscure, demolish") and staff agreed to make the wording consistent across resource entries.
Commissioner Kraus asked that staff note that 1900 K Street was associated not only with the Sacramento AIDS Foundation but also with WEAVE (Women Escaping Violent Environments), urging that women’s history be given equal emphasis; the presenters confirmed the context statement already includes women’s history in relevant entries.
Chair Ambacher clarified that the item before the commission that evening was for review and comment on the district plan only; the chair stated the nomination itself had already been approved by City Council and that the commission was not taking a nomination vote at the meeting.
No members of the public had registered to speak on the item. Staff said they had mailed letters to property owners in the proposed district and received two phone calls expressing support; no objections were recorded in the staff summary.
The commission did not take action on the plan at the meeting; staff said feedback would be incorporated into the final plan and into the final submittal materials being prepared for the Sacramento Register and the Office of Historic Preservation.
