The board approved the February 24, 2026 minutes and received informational items before committee reports. Member Salzer, reporting for Infrastructure, described six resolutions: a signal upgrade contract with Hansen for $182,485, a $15,000 engineering contribution for a Keokuk Junction Railway crossing in the Glasford area, approximately $55,000 in PPUATS dues, township seal-coating contracts awarded to Hoerr and R.A. Cullinan, a capital-fund architectural/engineering engagement with Dewberry for work near the Soldiers and Sailors Home (budget cited about $26,500), and the selection of Wold (Palatine) for architecture/engineering related to jail kitchen and laundry work.
Ways and Means reported a delinquent-taxes resolution that passed. Land Use reported a comprehensive-plan update and two zoning approvals: a 17-acre Chapton Solar Senica LLC array south of Linstone High School and a zoning expansion for a trucking business owned by David Herman; both zoning items passed unanimously in committee. Health reported adoption of the county 2026 sustainability and energy plan. Public Safety & Justice reported juvenile and adult probation summaries and approved three intergovernmental agreements with local municipalities and acceptance of a $500,000 law-enforcement camera grant.
Before moving into executive session to discuss pending litigation, Member Blair reminded members about an HR administrator-evaluation survey due on the 30th. The motion to enter executive session was moved by Member Williams and seconded by Member Allison.
