The board authorized county staff to sign the contract documents with Lumston and Associates to move the project forward.
County staff said the current base estimate for construction is $363,000 and recommended a 25% contingency to cover unknowns; the compactors themselves were discussed as additional equipment purchases that could cost roughly $200,000 combined. Staff described the design as including two compactors, a recycling station with separated containers, parking for an attendant building and fencing that can be gated to limit after‑hours access.
Supporters said the redesign would reduce operating costs by limiting frequent hauls and eliminating the need to buy additional collection trucks. During discussion, board members asked about phasing, gate operation, attendant hours and whether maintenance staff could operate the site. The board’s motion to approve the comprehensive development plan passed on a recorded voice vote with all present members voting in favor.
County staff will coordinate final contract signatures with Lumston and Associates and return with implementation details and any vendor bids for the compactors. The board did not commit to immediate compactors purchases in the motion; those purchases remain a separate funding decision.
