Sedro-Woolley officials say Meals on Wheels and congregate senior meals face near-term uncertainty; county and NWRC seeking provider

City staff warned council that meal and congregate-service operations for seniors face a transition this summer. Staff reported that the county and the Northwest Regional Council (NWRC) are seeking a single countywide provider for the nutrition grants that fund Meals on Wheels and congregate meals. NWRC has contingency plans to maintain Meals on Wheels deliveries by July 1, but getting congregate-meal providers in place for the senior centers by that date remains uncertain.

Staff said there have been discussions with local partners — Scadget Council on Aging and Community Action, Helping Hands, Cedar Woolly School District, and Job Corps — to form a provider network. Council members pressed for longer-term funding certainty, including the possibility of a multi-year agreement with the county that would lock both dollars and service commitments so cities and centers can plan staffing and budgets. Staff said the county has expressed openness to multi-year arrangements but negotiations over funding shares and notice periods remain ongoing.

Council members emphasized the social importance of congregate meals beyond nutrition, including social contact and check-ins for vulnerable residents. Staff promised to keep council updated as NWRC and county conversations proceed and to return with any local policy or partnership recommendations once potential providers and funding arrangements are clearer.
