Council clarifies sewer-allocation policy, grants 5,000 gpd to local flavor manufacturer

The Concord City Council on March 12 adopted an amendment to the city’s sewer allocation process to clarify how allocations tied to economic development are handled, and voted to allocate 5,000 gallons per day of sewer capacity to Custom Ingredients Incorporated (doing business as Custom Flavors).
Council discussed whether the change was an expansion or clarification of policy before adopting the redlined language. Councilwoman Hubard described the change as more than a clarification but the council adopted the addition after staff explanation and a motion to adopt the amended policy.
Separately, council voted to allocate 5,000 gpd to Custom Ingredients as requested. Staff and council noted that the allocation should be charged to the economic development bucket so that the non-residential bucket mechanics and replenishment are tracked correctly.
What comes next: Staff will implement the revised sewer allocation policy and track the Custom Ingredients allocation from the economic development allocation bucket. The formal policy language and allocation tracking will be reflected in staff records and future reporting to council.
