Council discusses options for a permanent city hall and approves cameras estimate for move-in site

Lebanon City — Council members heard a staff update on options for a permanent city-hall facility and approved security upgrades at the new temporary site as part of move preparations.
Staff member Luke told the council he had coordinated with Holland Construction to produce cost estimates for several options: renovating the current city-hall building to bring it up to code; demolishing and rebuilding on the existing site; renovating the building the city is moving into; purchasing and rehabbing a market-available structure; or building a new facility on a vacant parcel. Holland Construction is scheduled to inspect the sites and streets on Dec. 17 to prepare estimates, staff said. Luke emphasized that financing options remain conceptual and that staff are exploring a range of funding approaches.
Clerk Paul presented a security-camera and system estimate of $12,771 for the new site at 405 North Madison. The police chief said he believed the department could fund the cameras as a security expense and recommended staff also request lease pricing for equipment; the chief said leasing could reduce upfront cost and transfer equipment responsibility to the vendor. The council asked staff to solicit lease and purchase options and to check whether federal funds could cover the expense.
The council also approved logistics to close the existing city hall on Nov. 21 and reopen at 405 North Madison on Nov. 24, and authorized up to $5,000 to hire movers; members noted additional infrastructure costs (security wiring, Ethernet, other systems) will be separate and budgeted later.
Next steps: Holland Construction will inspect buildings and sites and return estimates; staff will solicit lease pricing for cameras and report back on funding options and final move/infrastructure costs.
