Staff emphasized that many grants favor projects framed as health-and-safety improvements and that property-acquisition timing matters because public knowledge of an intended purchase can raise land prices.
Committee members suggested combining a city-hall project with downtown revitalization (parking, mini-park or community stage) to maximize grant prospects and long-term value. Council asked Charlie (staff) and the chief to review Holland’s numbers and return with specific recommendations and floor plans; staff said they are still in an information gap — no floor plans or funding is yet committed.
A special meeting was noted for Dec. 29 to take up the tax-levy item; council members reiterated that choices on city hall will drive grant searches and project scope going forward.
