West Chicago council approves consent agenda, boundary agreement with Carol Stream; one alderman recuses

Council members approved the corporate disbursement report for Dec. 15, 2025, totaling $902,965.49 after a motion by Alderman Dimas and a second by Alderman Smith. The council then moved through a lengthy consent agenda that included purchase of a 2025 Ford F-250 (not to exceed $61,850), janitorial services extension ($71,520), cemetery sexton services ($62,700), forestry maintenance ($125,000), several engineering and design contracts including City Museum construction management ($80,400) and a downtown modernization design contract ($97,653.60), and local motor fuel tax maintenance estimates ($193,000 and $1,082,700).
A separate vote was held on item N (resolution 25-R-0084), the intergovernmental jurisdictional boundary-line agreement with Carol Stream intended to place the Christ Fellowship Church property on the Carol Stream side of a municipal boundary so Carol Stream may enter a pre-annexation agreement and provide utility service. Alderman Beebe moved the measure with a second from Alderman Myers; Alderman Dimas announced he must recuse himself from that vote. The roll-call vote recorded multiple ayes and the resolution passed.
Staff explanation: City staff (John) and Mehul Patel explained the boundary agreement, saying the change affects only the single church property, does not annex the property into Carol Stream immediately, and clarifies which municipality will provide future utilities. Patel clarified that cemetery lawn mowing responsibilities had been shifted from the cemetery management contract to the right-of-way maintenance contract; Cemetery Management Inc. will continue sexton services such as grave opening/closing and headstone maintenance.
