Village hall sale underway; staff outlines move timeline and temporary locations

Village Administrator Evan told the board on March 9 that the village has executed a contract to sell the current village hall and is working through a timeline for relocation and public services to accommodate the move.
Under the executed contract, the buyer must be zoned, permitted and closed by June 27; closing is expected roughly 30 days after that date if milestones are met. Staff will move in two phases — May 21–22 and May 28–29 — and the temporary village hall at 451 Commerce Street is scheduled to open to the public on Monday, June 1. Adjudication hearings ordinarily held in the current building will be held at the Willoughbrook Community Resource Center during the transition period.
Evan said all board and plan-commission meetings will be held at Gower Middle School beginning June 1 because of accessibility concerns at an earlier option; other public meetings (except the BFPC) will be held at the public-works conference room at 451 Commerce. The village will continue to televise board meetings via YouTube Live using a temporary broadcasting system while a vendor is engaged to support meetings in the new location.
Staff noted some operational details: the existing mailbox near village hall is expected to be relocated temporarily across the street and the village hall mailing address will be consolidated to 7700 County Line Road for correspondence. The administrator said the sale proceeds, capital fund balances and prior transfers position the village to proceed with a new village hall project without issuing debt, but staff emphasized they do not recommend drawing the community’s entire financial capacity for the project.
Mayor and trustees asked about timing for cost estimates and architectural drawings; Evan said architects will finalize a cost estimate in the coming weeks and construction drawings will follow once the cost estimate is complete. The board was told they should expect a cost estimate at one of the next board meetings (likely in April or May).
The board will receive public updates and notices online and through routine communications as the project moves through permitting, design and the staff relocation schedule.
