The Commissioners Court approved a broad consent agenda March 24 covering routine and departmental items, and took several procurement decisions after brief discussion.
Approvals included acceptance of an NRA Foundation grant for Constable Precinct 3 for training supplies, acceptance of donated and unclaimed property from the detention center, reappointment of Bart Elsberger to the MHMR Authority Brazos Valley Board of Trustees (term March 1, 2026–February 29, 2028), and an MOU allowing the U.S. Capitol Police to pay the county for protective services for visiting officials.
On procurement, the court approved an order exempting competitive bidding and a related service contract for a cementitious slurry (presented as a regionally licensed product) on grounds of a single licensed regional provider and worker safety advantages; the county engineer and staff explained the product maintains suspension and reduces worker exposure compared with dry cement or lime approaches. Commissioners asked why a bid process was not used; staff and the engineer said the vendor holds a regional license and the product's properties justified the exemption.
Other consent items approved included advertisements for bids for transport of deceased/cremation services, an architect amendment to increase Plan North’s contract by $73,000 for administration building design (total contract $1,759,653), and several other routine items listed on the agenda. All consent motions passed by voice vote.
