The Washington Court House City Council on March 25 voted unanimously to approve ordinances to add parcels to the Washington Court House New Community Authority District and advanced related development legislation.
Council members voted to place and pass Ordinance 04‑2026 and to place and pass Ordinance 05‑2026, each described as adding specified real property to the Washington Court House New Community Authority District and amending the petition for establishment under Chapter 349 of the Ohio Revised Code. Roll-call votes recorded Osborne, Blair, Call, Chrisman, Lynch and Schultz as voting yes on the final passages.
The measures will allow the city to proceed with the statutory steps required to establish and expand the authority, including a public hearing set as part of the statutory process. Council also moved Ordinance 06‑2026 to second reading, a procedural step recorded by roll call.
Why it matters: the new community authority mechanism is commonly used in Ohio to enable coordinated infrastructure and development financing for defined project areas; adding parcels to the district is a prerequisite for the city and private developers to carry out planned work in the affected area.
Council additionally placed Resolution R13‑2026 on first reading. The resolution, described in the meeting as authorizing the execution of an updated development agreement between the city and Fourstar USA Real Estate Group Incorporated and approving related matters, will return for further consideration after first-reading procedures. That resolution was placed on first reading by roll call vote.
All formal roll-call votes recorded at the meeting showed the same six council members present and voting: Osborne, Blair, Call, Chrisman, Lynch and Schultz. No dissenting votes were recorded on the ordinances approved that night.
What comes next: the council will process the remaining statutory notices and hearings required under Chapter 349 and will consider the development agreement and related materials at a subsequent meeting or special session, as noted by city staff.
