Camp Verde council swears in new town marshal and issues multiple proclamations

Town Clerk Leah Rhodes swore in Daniel Jacobs as the new Town Marshal and administered oaths to newly hired staff Peace Officer Tre Frederick and Grounds Maintenance Worker Keali'l Paulo-Munoz. Mayor Marie Moore issued proclamations: Stand With Me, Be Drug Free Week (April 20–24, 2026) to MATFORCE Executive Director Merilee Fowler; Volunteer Appreciation Week (April 19–25, 2026) to Parks & Recreation Manager Shawna Figy; Arbor Day (April 25, 2026) to Tree Advisory Committee Chair Diane Scantlebury; and International Dark Sky Week (April 13–19, 2026) to Marshall and Jane Whitmire.
Development Services Director Christian Green and Acting Senior Planner Cory Mulcaire provided an update on the town’s Dark Sky reporting, including sky quality meter readings and the methodology for lumen calculations and allowable lumens in residential and commercial parcels. Resident Marlene Sovine offered public comment praising the council for covering many topics and for how the meeting was run.
Also under consent, the council adopted the FY27 Strategic Plan and Action Plan as part of the consent agenda; Councilor Patricia Seybold moved and Vice Mayor Wendy Escoffier seconded the motion, which carried 7-0. The meeting schedule change (moving the April 29 work session to May 7) was noted.
