A homeowner asked Indian Trail staff to explore upgrading a short private drive off Highway 74 to a minimum town roadway standard using a statutory special-assessment process, staff told council Tuesday.
Staff described the private access (called Hinsville/Hensville Road West for presentation purposes) as a narrow, sharp-turn driveway serving a small group of homes adjacent to a driving range. The town's concept would widen the route to two 11-foot lanes in a ditch-section configuration and reestablish safe turning geometry. Staff estimated the total construction cost at $39,427.
Under the town's typical special-assessment approach the applicant would be assessed 50 percent of the project cost and could pay the amount via an assessment added to property taxes over ten years. Staff calculated the applicant's share would therefore be roughly $2,000 per year for 10 years; staff stressed this charge would attach to the property if it is sold.
Town staff said the driving-range owner (who controls the underlying access easement) has verbally agreed to allow the improvements, but the resident applicant has not yet formally agreed to accept the assessment. Council took no action tonight; if the applicant agrees, the town's next step would be a resolution of intent followed by a public hearing on the special assessment per state statute.
