NPEDC approves TIP account adjustment; staff outlines TIP and UPWP timelines

Mike explained the TIP adjustment is an accounting change that moves transit vehicle funding from the RTA cap account to the 5339 federal capital program for FY26–28 so statewide 5339 funds will cover those vehicle replacements. "This is an adjustment, not an amendment," he said, and staff noted the total funding amount does not change. Mike highlighted FY26 amounts in the presentation (about $650,000 for vehicle replacements under the 5339 account) and explained some van replacement scheduling for later years.
Commissioners asked for the rationale behind the shift. Staff said the change reduces the burden on the RTA cap account while leveraging federal 5339 funds. Christina Mendoza, MassDOT regional planning coordinator, explained the federal portion can be flexed because of program match rules: the federal share may be moved but state matching funds (the 20% match) remain committed and cannot be flexed to transit.
The commission moved to approve adjustment #1 to the transit program for FY2026–2030 and the motion carried on a roll‑call vote. Staff also presented the draft TIP schedule: limited highway projects are expected in FY27–28 and the Milestone Rotary Reconstruction is currently an outyear (2031, estimated ~$6.5 million). Staff proposed a 21‑day public comment period for the draft TIP from May 1–22 with a public meeting on May 18, and a May 22–June 22 public review for the UPWP with a June 22 public meeting.
Why it matters: the TIP adjustment reallocates which federal account funds vehicle replacements but does not change total funding; the public review schedule gives residents an opportunity to comment on regional transportation priorities and project timing.
Next steps: the commission approved the adjustment; staff will publish the draft TIP and UPWP and hold the proposed public meetings and comment periods as scheduled.
