Staff (presented by planning staff) described the requests as a pair of companion actions: a master‑plan amendment to change three parcels (approximately 462.27 acres total, PLZ‑2025‑106) from "employment and resource" to "industrial," and a zoning map amendment (PLZ‑2026‑002) to convert three RR5 (20‑acre) parcels and one legacy M1 parcel to the Title 15 district HI (Heavy Industrial Suburban) nomenclature. Staff emphasized the parcels’ proximity to Highway 80, a Southern Pacific rail spur, and existing industrial activity at the Nevada Cement plant, and said the changes would make the county’s records consistent and simplify future boundary adjustments and reviews.
Applicant representatives including Jared Cupchek attended to field project‑specific questions. Staff noted that the conversion of Title 10 M1 to Title 15 HI is largely nominal (a coding/labeling update) and that the substantive development standards in Title 15 would continue to apply; the staff presentation identified about 28.10 acres where development‑standards differences would be meaningful. Commissioners discussed jurisdictional coordination with the City of Fernley, emergency services provision (North Lyon Fire and Lyon County Sheriff), and the need to preserve conceptual roadway connections shown in the city’s north area plan. A motion to forward the master‑plan amendment recommendation was made and approved by voice vote; a subsequent motion recommending approval of the zoning map amendments (including converting the Title 10 M1 label to Title 15 HI on the larger parcel) was also approved on a voice vote.
