The Boulder City Council unanimously approved a set of measures formalizing long-term access and lease terms for the Boulder Rifle & Pistol Club.
Council approved Bill 2069, which amends the club’s lease to add a 20‑year option period (and an additional 20‑year option after that), conditional on the club obtaining 501(c)(3) nonprofit status. The council then approved Resolution 7919, which grants a non‑exclusive access easement from the city to the club and requires the club to maintain the private driveway that serves the range.
Multiple council members made disclosures under Nevada Revised Statutes (NRS) 281A that they are general members of the Rifle & Pistol Club and said they had been advised by the city attorney that the matter would not affect the judgment of a reasonable person in their positions. The disclosures were noted on the record before votes were taken.
Club leadership introduced board members and described recent community outreach and membership growth. The club’s presentation to council cited membership figures in the record: 493 Boulder City resident members in 2023 (about 17% of total membership), rising to 766 resident members in 2025 (about 25% of total membership). The club also said it wants to continue safety and education programs, including a family safety firearms program in partnership with the recreation center.
Staff explained the easement’s route (beginning near Utah Road before the landfill entrance to the facility) and said the driveway is a private road; the easement formalizes longstanding access and requires the club to maintain the driveway. The lease amendment and easement passed unanimously with no recorded opposition.
