• Adopt a risk‑based nitrogen framework: systems under 7,500 gallons generally would not trigger nitrogen reviews unless located in mapped nitrogen‑sensitive areas; in sensitive areas the threshold would be 5,000 gallons or greater, with clear sensitivity maps tied to coastal and wetland designations;
• Improve training and certification: add field and soils morphology training and continuing education for local sanitarians and installers; establish a third 'AT' or advanced training pathway for proprietary alternate treatment systems;
• Strengthen data collection and a statewide repository for system and nitrogen monitoring information so agencies can make evidence‑based decisions;
• Enable work‑sharing agreements across local health districts to resolve capacity bottlenecks and a more predictable fee/scheduling system to reduce development uncertainty;
• Establish homeowner assistance financing for critical repairs and replacements of failing systems.
Working group leaders stressed that implementing nitrogen‑related technical requirements without the recommended process and transparency mechanisms would raise costs and uncertainty without delivering intended water quality gains. They recommended legislation (HB5514 §11) directing DPH and DEEP to evaluate and adopt the working group package and to fund necessary staffing and training.

The recommendations aim to balance water quality protection (particularly nitrogen to coastal waters) with housing affordability and predictable permitting.
