New Milford to post legal notices online under state law; council adopts routine resolutions and adds two SLEO appointments

Borough administrators told the mayor and council that state law will require a procedural change in how municipal legal notices are published, and the council adopted a set of routine resolutions that included two SLEO appointments.
"Pursuant to New Jersey Public Law 2025, Chapter 72, the borough along with every other municipality in New Jersey will be transitioning to publication of all legal and public notices from the newspaper to the borough's official website," the administrator explained. The administrator said the new requirement begins March 1, 2026, requires notices to remain on the web page for at least one week from initial posting and obliges the borough to maintain an archive of removed notices for at least one year.
At the meeting the mayor asked to add two resolutions to the agenda to appoint SLEO officers: resolution 2026:86 to appoint Harshell Joshi and resolution 2026:87 to appoint Brandon Flesher. Both additions were moved, seconded, and added to the agenda by voice vote. Later the council moved, seconded and adopted resolutions numbered 2026:82 through 2026:87 by voice vote; the record does not include individual roll-call tallies.
The administrator also reported receiving three proposals in response to a request for proposals for marketing services intended to support recruitment and retention for the New Milford Volunteer Fire Department; the proposals were forwarded to the fire department for review. The administrator noted the borough will continue to publish notices in the newspaper through March 1, 2026 while the web page is being fully implemented.
The council closed public comment without substantive concerns and adjourned the meeting at 7:14 p.m. The next public session was announced for Monday, Feb. 23, 2026 at 7:00 p.m.
